Developing a Monitoring System to Evaluate Outcomes of Certification Schemes and Labels for Bio-based Products: A Methodological Approach

Short Introductive summary

Certification schemes and labels (CSLs) are recognized as essential in promoting sustainable value chains, but concerns about their effectiveness in addressing sustainability targets arise, particularly due to varying stringency levels. This underscores the necessity for a robust and harmonised monitoring system. Many existing studies assess and benchmark CSLs based on sustainability criteria, yet there are few studies that aim to assess outcomes CSLs have actually achieved in past years. As part of the Horizon Europe HARMONITOR project, this study seeks to develop a universal monitoring system for CSLs specifically targeting bio-based products beyond food and fuel to assess their effectiveness towards selected sustainability goals. The system contains a number of selected environmental, social and economic criteria and indicators that will allow assessing outcomes qualitatively and quantitatively. The study’s findings are pertinent for CSL owners, policymakers, and academia. It offers a novel and streamlined approach for measuring CSL outcomes which encourages continuous improvement of the CSLs.
